On Friday July 23, 2021, at approximately 10:42 PM the San Rafael Police Department (SRPD) received multiple 9-1-1 calls reporting gunshots being fired downtown near the intersection of Third Street at Lootens Place. Reportedly, witnesses observed multiple vehicles fleeing the area at a high rate of speed. SRPD stopped one of the fleeing vehicles and located two occupants, who had sustained firearm injuries.  The two subjects were transported from the scene by paramedics to area hospitals for treatment.  Other responding SRPD units located the shooting scene on Lootens Place.  An additional gunshot victim was found in the parking structure at Lootens Place.  The subject was transported from the scene by paramedics to an area hospital for treatment. Simultaneously, a vehicle occupied by two subjects was involved in a solo-vehicle collision in the 600 block of Sir Francis Drake Boulevard in San Anselmo. Both subjects appeared to have sustained firearm injuries. One of the victims was transported from the scene by paramedics to an area hospital for treatment.  Mr. Wiggins Jr. was provided resuscitative aid by Central Marin Police Authority Officers and paramedics.  Sadly, Mr. Wiggins Jr., succumbed to his injures and his death was pronounced on the scene. Finally, SRPD was notified of a vehicle, which pulled up to the Emergency Department of an area hospital and summoned help for one of the passengers. The victim, Phillip Reginald Hill Jr. was removed from the vehicle by medical personnel then the vehicle fled.  Emergent resuscitative aid was provided and despite these efforts, Mr. Hill Jr. failed to respond to the provided treatment and his death was pronounced.   

The decedents have been positively identified as:                                                                      

Phillip Reginald HILL JR., a 27-year-old male  from Vallejo, CA

Javel Lamar WIGGINS JR., a 24-year-old male from Stockton, CA

Forensic post mortem examinations with toxicology testing are scheduled for Tuesday July 27, 2021.  The cause and manner of death will be pending the conclusion of the investigations being completed by the San Rafael Police Department and the Marin County Sheriff’s Office - Coroner Division.  No further information will be released by the Coroner Division at this time, as this is an active and ongoing investigation.  Any further questions regarding the incident should be directed to the San Rafael Police Department at 415-485-3000.
