​ Specialized Investigative Unit closes out 2021 with arrest of narcotics dealer linked to overdose

Near the end of 2021, the Marin County Sheriff’s Office Specialized Investigative Unit (SIU) began investigating a female subject named Haylee Dolan who was believed to be selling controlled substances within the County of Marin.  SIU was familiar with Dolan from a prior investigation in January 2021 where Dolan was believed to be involved in narcotics sales to a minor who subsequently overdosed, but ultimately survived.  On 1/15/21, SIU arrested Dolan for multiple felony charges including furnishing narcotics to a minor.  In that case, after being booked, Dolan posted bail and was released.

In September 2021, SIU developed information that Dolan was continuing to sell narcotics in Marin County.  After initiating a new investigation, SIU detectives developed an undercover relationship with her and purchased Xanax from Dolan on multiple occasions.

After a pattern of sales to an undercover detective was developed, a plan to arrest Dolan on 12/30/21 was formed.  The undercover detective made arrangements to purchase several hundred Xanax pills from Dolan and a place and time for the purchase was decided upon by both parties.

 While waiting for Dolan, the undercover detective received a phone call from Dolan who told the detective she was out of gas and would be late to the agreed upon transaction.  During the short conversation with Dolan, the quick-thinking detective determined where Dolan was located and an arrest team from SIU contacted her on an off-ramp of Hwy 101.  When contacted by the arrest team Dolan was with an 18-year-old and a 15-year-old juvenile.

Once Dolan was arrested for the sales of narcotics to the undercover officer, a probation search of her vehicle was performed.  Narcotics possessed for the purposes of sales were located in the vehicle and a probation search of her residence was also performed.   Inside Dolan’s home, where a toddler also resides, detectives found nearly 1,500 Xanax pills possessed for the purposes of sales.  Next to the pills was a stack of US currency totaling $3,691.00.

In total, between the contents of Dolan’s car and her residence, detectives collected:

  • 617 grams of Cannabis
  • A digital scale
  • Various THC vape devices
  • 1616 Xanax pills
  • 29 partial Xanax pills
  • 1.6 grams of methamphetamine
  • 34 Oxycodone pills
  • 4 Clonazepam pills
  • 2 Amphetamine/Dextroamphetamine pills
  • $3691.00 in US currency.

Dolan was subsequently arrested and booked at the Marin County Jail for multiple Health and Safety Code violations including committing a felony while out on bail.

The Marin County Sheriff’s Office is committed to investigating all overdoses and locating those responsible for furnishing the narcotics. Overdoses and opioid use remain high and are one of the many priorities of our Specialized Investigative Unit.
