 Summary of Incident:

On 4/18/2023, deputies were dispatched to a domestic disturbance after a female reported her boyfriend punched her in the face. Upon arrival, the deputy heard a verbal argument between a male and a female inside the apartment. Based on the reported domestic violence assault and because the deputy could hear an ongoing verbal argument inside the residence, the deputy entered the residence through the partially open front door.

 

Inside, the deputy located the male suspect and ordered him to step outside of the residence. The suspect became aggressive and refused to step outside. The suspect postured up and clenched his fists.  The deputy noted objective signs of intoxication.


Based on the reported domestic violence, the suspect’s level of intoxication, aggressive demeanor, and the pre-fight indicators exhibited by the suspect, the deputy drew and activated his department issued CEW. The deputy pointed the CEW at the suspect, but the suspect ignored the deputy’s commands. At this time, additional deputies arrived to assist, and the deputy returned the CEW to his holster. Together, the deputies took control of the suspect’s arms and were able to place him into handcuffs, successfully taking him into custody. Upon further investigation, the suspect was arrested for Penal Code sections 148(a)(1), 459 and 273.5.

Summary of Incident:

On 3/16/2023, deputies were dispatched to a residence for a report of a burglary in progress. Prior to arrival, deputies received information from the family inside the residence that the daughter’s ex-boyfriend was attempting to break into the residence. The suspect had shut off power to the residence from an external breaker and was walking around the house attempting to make entry using a metal crowbar style tool. Prior to deputies arriving, the suspect made entry into the residence. The suspect assaulted the father and broke two interior doors to access the female victim, his ex-girlfriend. The suspect reached the female victim and wrapped his arm around her neck in a “choke hold.” The three other adults in the house were able to fight him off briefly before he assaulted the female victim again.

 

As deputies arrived, the suspect walked out of the house grabbing a knife from the knife block in the kitchen. The deputies contacted the suspect in the driveway of the residence holding the knife. Based on the reported involved weapons and nature of the assault, one deputy drew his department issued firearm and pointed it at the suspect. One deputy drew a less lethal shotgun, and one deputy drew his department issued CEW and pointed it at the suspect as well.  After commands and de-escalation tactics from the deputies for approximately ten minutes, the suspect dropped the knife and was taken into custody. The suspect was ultimately arrested for the charges of 245(a)(4) PC, 273.5(a) PC, 459 PC, 594(b)(1) PC, 466 PC, 242 PC and 646.9(a) PC.

 Summary of Incident:

On 5/20/2023, deputies responded to a report of a woman who said her boyfriend hit her. The dispatcher could hear yelling in the background of the phone call. Upon arrival, the deputy located both subjects in a verbal argument in front of the residence. The deputy gave clear concise orders for the parties to separate and sit down. Both subjects ignored the orders and yelled at the deputy. The male subject began yelling and walking towards the deputy. Both subjects ignored the deputy and continued to yell. Approximately five other nearby bystanders gathered and began yelling as well. The male subject took a fighting stance towards the deputy, staggering his feet slightly, slumping his shoulders and moving his hands. Based on the report the male subject had physically assaulted the female, the subject’s aggressive demeanor and failure to comply with lawful orders, the deputy removed his department issued CEW, activated it, and pointed it at the subject. The deputy gave the subject commands to sit down while displaying the CEW. The subject continued to yell but ultimately sat down. Additional deputies arrived at this time to assist in detaining the subjects and completing an investigation. After further investigation, the female subject was arrested for 243(e)(1) PC and 417(A) PC and the male subject was released.

 Summary of Incident: 

On 5/29/2023, deputies responded to a report of a subject on the victim’s property, attempting to gain access via the backdoor. After failing to make entry, the suspect left the area. While responding, deputies received a report of a subject breaking into another residence near the first victim’s residence. Upon arrival, deputies obtained a description of the suspect and searched the nearby area. One deputy located the suspect in a grass area nearby, drew his department issued firearm and pointed it at the suspect.  A second deputy drew his department issued CEW, activated it and pointed it at the suspect. With the display of the weapons, the suspect complied with command. The suspect was ultimately taken into custody and charged with the crimes of 459 PC and 647(h) PC.

 Summary of Incident:

On 6/12/2023, deputies were dispatched to a residence for a report of an unknown subject knocking on multiple different doors of the residence and yelling incoherently. While responding, deputies received information the subject was trying to break in through the back door with a chair. Upon arrival, deputies located the subject walking out from the side of the residence. One deputy drew his department issued CEW and pointed it at the subject while giving him commands to kneel on the ground. With the display of the CEW, the second deputy was able to place the subject in handcuffs and take him into custody. Upon further investigation, the suspect was arrested for 602(m) PC and 647(i) PC.

 Summary of Incident:

 On 6/22/2023, deputies responded to assist California State Parks Officers for a report of a fight between a male and a female. The reporting party stated the male was beating the female and presumed the female would need medical attention. The reporting party provided a suspect vehicle description. Deputies responded and began searching for the vehicle which had since left the area.

 

One deputy located the vehicle and approached the suspect. The deputy identified himself and attempted to communicate with the subject to gain compliance. The suspect refused to cooperate and reached into his vehicle. Since the deputy believed the suspect had just feloniously assaulted his wife or girlfriend, and the fact that his car was parked in a bizarre manner, he feared the suspect could have been armed or might try to harm him to get away. Since he was alone, the deputy unholstered his firearm and pointed it at the suspect as he gave him commands to put his backpack down and get on the ground. The suspect ignored the commands and walked to the other side of the vehicle.

 

The deputy repositioned himself, holstered his firearm and drew his department issued CEW with the intent to utilize the CEW to prevent the suspect from leaving as the deputy feared the victim may still be in the vehicle and in need of help. The suspect then moved again putting himself in a position where a CEW deployment was not possible. The deputy transitioned back to his firearm and continued to give the suspect commands. The suspect got into the driver’s seat and fled in the vehicle.

 

Deputies continued to search the area for the suspect and received information from a citizen the suspect had entered the bay nearby. The suspect was ultimately located in the water and taken into custody. The suspect was arrested for 148(a) PC and 2800.2 (a) VC.

Offense(s): 203 PC, 211PC, and 245(A)PC.

 Summary of Incident:

 On 6/24/2023, deputies responded to a report of a theft from a grocery store. As the suspect was leaving the store, an employee attempted to stop him and get the stolen item back. The suspect assaulted the store employee with the stolen bottle and caused a large cut to the victim’s earlobe which later required six stiches to his earlobe and additional stitches to his neck.

 

Utilizing information from the community and video surveillance footage, deputies identified and located the suspect nearby approximately an hour later. Deputies contacted the suspect laying inside a vehicle. Deputies approached the vehicle to contact the suspect. Since the suspect was subject to arrest for a felony assault involving the use of a bottle and the fact that the deputies suspected he still had the bottle in his possession and the fact that he was not following commands, one deputy drew his department issued CEW activated it and pointed it at the suspect. The deputy gave the suspect clear commands to exit the vehicle. The suspect looked at the CEW when it was activated and appeared to recognize what it was and began to comply at that time. The suspect was placed into handcuffs and taken into custody. The suspect was ultimately arrested for 203 PC, 211 PC, and 245(a) PC.

Offense(s): 490.5 PC and 148(a)(1) PC

 Summary of Incident:

 

On 6/27/2023, deputies were dispatched to a retail store for a report of a theft. While responding to the area, a deputy located a suspect matching the description. Upon contacting the suspect, he was verbally uncooperative. Once the deputy advised him of the reason he was talking to him, the suspect stated he was cold and gave the stolen item of clothing back to the deputy. The deputy told the suspect to place his hands behind his back, but the suspect refused. The deputy reached to place the suspect’s hand behind his back and the suspect began screaming and tensing his arms. The deputy released the suspect and created distance between himself and the suspect. A second deputy arrived and attempted to take control of the suspect’s arm. The suspect again tensed his arms and physically resisted the deputies’ attempts to handcuff him. Based on the suspect’s large stature, the suspect’s display of his desire to physically resist being taken into custody, one deputy drew his department issued CEW, activated it and pointed it at the suspect.  After turning the CEW on, displaying the flashlight and green and red lasers, the suspect lessened his resistance, and the deputies were able to place him into handcuffs. The suspect was ultimately arrested for 148(a) PC and 490.5 PC.
