Carjacking and Kidnapping Suspects Arrested in Marin- Child Reunited with Family

On 1/23/2024 Oakland Police responded to a report of a carjacking and kidnapping of a two year old child near the Oakland Coliseum. Thankfully the child was found a short time later, unharmed wandering the streets near a warehouse in the City of San Leandro. The mother and child were re-united after callers reported seeing the child dropped off and left alone.


At approximately 7 pm on 1/23/24, Marin County Communications Center received a telephone call from the mother of the kidnaped child. She told dispatch she believed the stolen car was currently parked at the McDonalds located in Strawberry. Southern Marin Sheriff Deputies quickly responded to the scene and located the unoccupied stolen vehicle parked in the lot. Deputies were able to view surveillance video and obtain a description of two suspects, a male and a female.


The mother then told responding deputies she was tracking her stolen iPhone via the 'Find My' iPhone application and it showed the device was moving around the area of Greenwood Cove Drive and Tiburon Blvd. Marin County Sheriff Deputies, Detectives from the Coordination of Probation Enforcement (COPE) Unit, and Tiburon Police Officers swarmed the area. After an exhaustive search COPE Detectives observed the suspects attempting to flee the area on foot. Both suspects were quickly taken into custody by Sheriff’s Deputies. They were identified as:

-Viorel Andrei Morari, 34 year old male from Oakland

-Carly McVicker, 31 year old female from San Leandro


Oakland Police responded to the scene and took custody of both subjects and began to process the stolen vehicle for additional evidence. Morari was booked in Alameda County Jail for a multitude of charges including Kidnapping, and Carjacking.


The Marin County Sheriff's Office is thankful for the positive outcome, including the safe recovery of the child, along with the joint effort from all responding agencies.
