Arrests Made in Attempted Murder Investigation

Arrested:

Isaac Quixote Rangel, 18 years old from Cotati, CA.

Jasmine Ciara Medeiros, 18 years old from Cotati, CA.

On November 3, 2020 around 1:01PM, our 911 Communications Center received multiple reports of a shooting in the 200 block of Drake Avenue in Marin City. 911 callers reported a man was shot in a parking lot.

Deputies arrived on-scene a short time later and located a male adult suffering from what appeared to be a gun shot. Deputies rendered medical aid to the victim until medical and fire resources arrived on scene. The victim was transported to a local hospital where he is in stable condition.

First arriving Deputies obtained a description of a possible suspect vehicle with vehicle damage and the occupants. A county wide be on the lookout was broadcast to all Marin agencies with the vehicle description. At around 1:10PM, a San Rafael Police Sergeant was monitoring Northbound Highway 101 traffic near Manuel T. Freitas Parkway when he observed a possible match on the suspect vehicle. The San Rafael Sergeant followed the vehicle and waited for additional units to assist with a traffic stop.

Deputies and Officers from the California Highway Patrol made a traffic stop Northbound Highway 101 south of Petaluma Blvd North and detained the occupants of the vehicle. Through the investigation, Deputies and Detectives determined the suspects travelled to Marin City to view an item for sale. When they arrived in Marin City a struggle ensued. A passenger in the vehicle, Isaac Quixote Rangel, discharged a firearm striking the victim. 

Isaac Quixote Rangel was booked into the Marin County Jail on the following charges and is currently being held on $500,000 bail:

664/187 PC – Attempted Murder

25400(A)(1) PC – Carry a concealed weapon

Jasmine Ciara Medeiros was booked into the Marin County Jail on the following charges:

32 PC – Accessory

Detectives recovered a discarded .40 Caliber firearm on the side of Highway 101 near Marin City.

The Marin County Sheriff’s Office would like to thank the witnesses who came forward and provided us with accurate and timely information that led to the arrest of those involved. There are reports circulating that this shooting is related to the “Trump Caravan” on Sunday in Marin City. That information is incorrect. 

No further information will be released at this time. No booking photos will be released.
