Tracey Lee LOWMILLER, a 62-year-old female from San Rafael.
Pamela Lynn SCOGGINS, a 68-year-old female from San Rafael.
On Thursday August 21, 2025, at approximately 5:36 a.m., the San Rafael Fire Department responded to a major structure fire at 516 Canal Street, San Rafael. The origin of the fire remains under active investigation by many agencies with the cause of the fire undetermined currently.
Both decedents have been positivity identified via scientific means as:
Tracey Lee LOWMILLER, a 62-year-old female from San Rafael.
Pamela Lynn SCOGGINS, a 68-year-old female from San Rafael.
No other persons are reported to be unaccounted for related to this incident.
Forensic post-mortem examinations were completed for both people earlier this week. The cause and manner of death will be pending the conclusion of the investigation being completed by the San Rafael Police and San Rafael Fire Departments and the Marin County Sheriff’s Office - Coroner Division. No further information will be released by the Coroner Division at this time, as this investigation remains active and ongoing.
