Chief of Administrative Services

Highest level of the administrative management series.

This is the highest level of the administrative management series, assigned to large departments with complex fiscal and budget structures. Scope and responsibilities of positions allocated to the Chief of Administrative Services classification vary dependent on the needs of the department and may include: budget development, financial administration and reporting, revenue allocation and recovery, purchasing, contract administration, management analysis, personnel and payroll administration, automation and systems administration, program evaluation, and representing the department on county-wide, state and federal committees, and to boards and agencies related to the work.

Positions allocated to the Chief of Administrative Services classification typically manage the budgetary and administrative functions of the department through subordinate supervisors and/or a staff of professional, technical and administrative support positions. Incumbents are responsible for budget and accounting functions, payroll and personnel administration, contract and grant administration, department automation and providing a high level of management analysis of organizational, resource and related issues. 

This class is distinguished from the Administrative Services Manager by the latter’s assignment to the medium size, moderately complex departments of the County. Departments allocated Chief of Administrative Services positions are distinguished by a high level of contract and grant funded programs, including the coordination of multiple agency initiatives, involving complex reporting requirements and the recapturing of revenues from multiple claiming sources and the supervision of multiple functions through subordinate supervisors. The class is further distinguished from the Chief Fiscal Officer – H&HS class by the latter’s responsibility for the centralized oversight and management of fiscal performance, policy and procedures for the three division’s of the Health & Human Services department, comprised of a complex system of fee-for-service and alternately funded programs and a more fiscal focus.
