Supervising Technology Systems Specialist

Primary focus is on supporting departmental user systems and activities.

This series describes positions assigned either to the central Information Services and Technology (IST) Department or to user departments with multiple locations, where the primary focus of the assignment is on supporting departmental user systems and activities, rather than application development, system analysis, database administration or mainframe systems and operations support. When assigned to user departments, positions in this series typically serve as the information systems manager for the department. Positions in this series may be involved in database programming for a department but it is typically not the sole focus of the position. All levels are expected to operate with a high level of independence. The Senior level is allocated only in those departments having very large scale, complex systems and networks which interface with State or other agency applications, or in the IST Department for the design and installation of such systems for user departments. Positions at this level may supervise a support staff on a project or day-to-day basis.

Examples Of Duties (Illustrative Only)

Including those that interface with State applications; checks for error and warning messages and takes corrective actions; performs backups and performs other network administration duties. Assists department users in evaluating strategic information technology options and identifying potential technology applications, and designs and lay outs large-scale, complex systems for installation; manages design, acquisition and installation projects.
Installs, configures, upgrades, troubleshoots, repairs and maintains desktop computers and peripherals, and tests hardware for proper operation. Installs, configures and maintains new and/or upgraded operating systems, applications, protocols, mainframe access and emulation, remote access, network and other software, including applications unique to the department.
Using diagnostic software and basic test equipment; analyzes software conflicts, hardware problems, and operation and integration of desktop workstations within the County network and internet environment. Resolves problems related to application software, operating system, hardware, printing, and networks; refers major system problems to appropriate specialists. Adds users, assigns identification and access levels; creates, modifies and deletes network accounts, ccMail accounts, internet, e-mail and other accounts.
Writes programs for broad and complex database application, file extraction, form production, and related departmental tasks; provides support for modification and maintenance of specialized departmental systems. Plans, organizes, assigns, supervises and reviews the work of staff; participates in interviewing and the selection of employees; may prepare performance appraisals, conducts informal counseling regarding work issues, prepares documentation, and recommends discipline.
Prepares and maintains a variety of logs, records, documentation, reports and correspondence. Maintains current knowledge of the field including learning new and existing software, applications, databases and hardware through formal, informal and on the job training and self study. May perform various administrative and analytical tasks related to the work of the department including keeping budget related records, monitoring service contracts and licensing agreements and preparing requests for outside funding.
Works closely with sworn staff, members of other criminal justice departments and law enforcement agencies and with central Information Services and Technology staff to modify and upgrade the existing Criminal Justice Information System (CJIS) applications and related automated criminal justice systems. Trouble shoots and corrects or coordinates the correction of problems with the CJIS system, which may impact the work of other County departments.
